In this report the former UN Secretary-General, mr. Koffi Annan, puts forward a comprehensive deal for tackling poverty, security threats and human rights abuses while overhauling the United Nations through a set of recommendations slated for action by national leaders when they gather to mark the world body's sixtieth anniversary.
The report is divided in four main sections:
- The first part proposed specific decisions for implementing the bargain struck three years ago, in Monterrey, between developed and developing countries.
- In the second part of the Report, he asked all States to agree on a new security consensus.
- In the third partof the report, he urged all States to agree to strengthen the rule of law, human rights and democracy in concrete ways.
In the final report part, he set out proposals for making the Organization the instrument though which all its Member States could agree on the strategies outlined in the first three parts and help each other to implement them.
The report also contains far-reaching proposals for the reform of the Secretariat, which must be more flexible, transparent and accountable in serving the priorities of Member States, and the interests of the world's people's.
